Policies and Practices for Students with Learning Disabilities: An Asian American Experience

Abstract

This study was a component of a larger study, the purpose of which was to initiate the effort of establishing a database concerning the educational conditions of Asian American students with learning disabilities. This study focused on examining district policies and practices in identifying culturally and linguistically diverse students, such as Asian American students, with learning disabilities through multiple sources ofinformation: district policy manuals on special education and bilingualJ English as a Second Language education, student school records, parent and teacher interviews. Results indicated somedegree ofnoncompliance in implementing district policies. Recommendations included building in checks and balances in district policies for required and desired practices during the prereferral stage, assessment stage, and English as a Second Language instructional intervention.
