Toward Better Identification of Learning Disabilities

Abstract

A three-stage identification process is recommended for use with students suspected of having learning disabilities. This process examines discrepancy, causality, and the need for special education in a way that is consistent with all legal requirements.. Further, it improves upon the too common practice of relying on a mathematical fonnula which reduces the child to two test scores and falsely equates learning disabilities with discrepancy.
